Abstract
Organizations such as companies, governments and the private sector currently need adaptation to developments in information technology. However, the application of information technology certainly still has shortcomings that can make the process not run optimally, so it needs to be addressed by analyzing information technology governance. In this case, IT governance research was conducted at the Surabaya City Cooperatives and Trade Office, using the COBIT 5 framework. The research evaluated the Deliver Service and Support (DSS02), Align, Plan and Organize (APO04 and APO07) domains. The assessment results show that the level of capability in the DSS02 domain is 77.44%, APO04 is 68.6%, and APO07 is 83.26%, with the "Largely Achieved" rating scale occupying level 1 in these three domains. Meanwhile, the capability level target expected by the agency is level 3, so the research results show a capability level gap of 2 between the target to be achieved and the current conditions. Recommendations are made referring to the results of research findings and work product validation, with the aim of being a proposal to help Dinas Koperasi Usaha Kecil dan Menengah dan Perdagangan Kota Surabaya achieve the expected capability level targets in information technology governance.
