Abstract

This study aims to analyze the factors that influence the changes in German foreign migration policy from the reign of Angela Merkel to Olaf Scholz. Using Eidenfalk's Foreign Policy Change theory and a qualitative analysis method, this study found that the policy change was mainly influenced by domestic factors. Domestic factors, such as negative public opinion, pressure from populist groups, media spreading anti-migrant sentiments, and political parties opposing migration, played a major role in driving the policy change. In addition, international factors such as unaccepted multiculturalism and the issue of terrorism have also contributed to tightening Germany's migration policy. Angela Merkel's humanitarian open migration policy implemented in 2015 led to an uncontrolled surge in the number of migrants, making Germany the country with the highest number of migrants in Europe. The pressure from various factors led to a shift to a more restrictive policy with stricter border controls and massive deportations of illegal migrants. This study reflects the complexities and challenges of migration management in Germany and the importance of the interaction between domestic and international factors in the formation of migration policy. migration policy formation.
