Abstract
The distance of the community's residences from the Civil Registry and Population Office has resulted in the administrative process for population affairs in Magetan District not running optimally. To address this, the Magetan District Government, through the Civil Registry and Population Office, has made a breakthrough by introducing an innovation called the Pelayanan Keliling Jemput Bola Program (Paling Jempol), which aims to provide more accessible services directly to the community. The implementation of the Pelayanan Keliling Jemput Bola Program (Paling Jemput) by the Civil Registry and Population Office of Magetan District is the focus of this study. This research is qualitative in nature with a descriptive approach. The data analysis technique utilizes the interactive model developed by Miles, Huberman, and Saldana, which involves data collection, data condensation, data display, and drawing conclusions. The result of this research is: 1) Effective communication has been demonstrated by consistently and clearly conveying all information. 2) There are insufficient resources because the modulator demodulator (modem) they use when providing service in areas where the internet network is unstable, makes service take a long time. 3) Disposition hasn’t operated at its best, this is related to the response from the Population and Civil Registration Service of Magetan Regency which still requires further improvement because there are still several technical problems which often occur, this requires quite a long time to be resolved. 4) The bureaucratic framework wastes too much time. This is because the completion time was shorter than the maximum allowed and did not follow the current SOP, which approximately 75 minutes while in reality you have to wait several days.
