Abstract
Community empowerment can be achieved through various programs, including the tourist village program through homestay management. The development of tourist villages as a community empowerment program aims to provide enthusiasm and is an effort to make the community empowered by managing the potential of the region. The aim of this research is to describe and analyze community empowerment efforts through homestay management in Bejijong Tourism Village, Trowulan District, Mojokerto Regency, using the theory of community empowerment efforts according to Mardikanto & Soebianto (2021), namely: enabling, empowering, and protecting. This research uses a descriptive method with a qualitative approach. Data collection techniques include interviews, observation, literature review, and documentation. Data analysis methods include data collection, data reduction, data presentation, and drawing conclusions. The results of this research show that efforts in the community empowerment process through managing homestays in the Bejijong Tourism Village are in accordance with the theory used, including: 1) enabling through the formation of tourist village institutions and providing supporting facilities and infrastructure to homestay owners; 2) empowering through outreach and training activities; and 3) protecting through protection efforts by providing equal prices and scheduling for each homestay business owned by the community.
