Abstract

Gresik Regency is one of the areas that implements an electronic-based government system, which in the implementation of its services utilizes the use of technology. One of the innovations made by the Gresik Regency Government through the Gresik Regency Communication and Information Service is the Gresikpedia innovation as an electronic-based public service innovation. All services in Gresik Regency are integrated with the Gresikpedia application, including employment services. Although in its application there are still challenges and obstacles, the Gresik Regency Communication and Informatics Office continues to develop the Gresikpedia application. The purpose of this study is to find out, analyze and describe how the elements of e-government success on the Gresikpedia application in the employment sector of Gresik Regency. This research method uses a qualitative approach with a case study that is described descriptively in the data collection process. Data collection is done through observation, interviews and documentation. Data analysis uses the Interactive Model data analysis developed by Miles & Huberman, namely data collection, data condensation, data presentation and conclusion drawing. The results of the study use the theory of e-government success elements from Mohsen A. Khalil, Bruno D. Lanvin and Vivek Chaudhry (2002), namely: 1) Process Reform in services has been successfully carried out, which can be seen from the change in the offline service process to online; 2) Leadership has been carried out well, it can be seen from the commitment and responsibility carried out by the Head of the SPBE Division in managing the Gresikpedia application; 3) Strategic Investment has been fulfilled because the Gresikpedia application has clear objectives and is very strategic in reducing costs and time in service delivery; 4) Collaboration has not been fulfilled because there is no collaboration carried out to manage the Gresikpedia application other than with agencies in Gresik Regency; 5) Community Involvement is still lacking because the community is not involved in the entire process but is only limited to application users.
