Abstract
The city of Surabaya is the second largest city in Indonesia after Jakarta. As a large city, Surabaya is known as a metropolitan city, where every year there is an increase in population density. As population growth increases, the problems that occur become increasingly complex. The high and dense population density in several areas approaching the city center has resulted in the creation of slum settlements. The causes of the emergence of housing and slum area in Surabaya are population growth, population mobility, urbanization, and low-income communities. The Surabaya City Government is trying to overcome this problem by carrying out a program to repair uninhabitable houses. The aim of this research is to find out and describe the implementation of an uninhabitable house improvement program in overcoming slum area in Asemrowo Village. Using a qualitative type of research with a descriptive approach through interviews, documentation and observation. Focusing on: (1) Suitability of the program to the target group; (2) Suitability of the program with the implementing organization; and (3) Suitability of the target group with the implementing organization. The results of this research show that the implementation of the program to repair uninhabitable houses has gone well because each indicator of the program, implementing organization and target group has been compatible although there are still several obstacles.
