Abstract
Achievement development is an important component in organizing sports achievements. Achievement as one of the goals or targets of sports achievement itself, needs special attention so that it can achieve success according to the targets set. The Indonesian National Sports Committee (KONI) in the city of Surabaya as the regional government implementer who carries out responsibility in the field of sports at the city level has the obligation to carry out development of sports achievements. KONI city of Surabaya as forum for sport fostering each of these sport, one of which is the all Indonesian Judo Association (PJSI) in Surabaya City. This Research aims to find out how regional government policies are implemented in developing sports achievements by KONI Surabaya City in the sport of Judo. This research is descriptive qualitative research. Data analysis techniques that used in this research are data collection, data reduction, data presentation, and drawing conclusions. The results ogthe research show that KONI Surabaya City is not responsible for directly developing an athlete’s performance, but rather focuses on supervising sports management (PJSI Surabaya City) in carrying out its role as a supervisor of judo sports achievements in the city of Surabaya.
