Abstract
Equitable access to education is still a persistent problem. In an effort to overcome this, the Ministry of Education and Culture authorized a zoning system policy in the admission of new students. The purpose of the study was to evaluate the zoning system policy in the admission of new students at public junior high schools in Sidoarjo district (Study at State Junior High School 4 Sidoarjo). This research usea qualitative method with a descriptive approach. Data collection was obtained through observation, interviews, and documents that were analyzed through an interactive model, namely data codification, presentation, and verification. Theresults showed that: (1) effectiveness criteria have not been achieved because thepolicy objectives and monitoring have not been met, although they have been righton target; (2) efficiency criteria have been met because they are able to save timeand money when going to school; (3) accuracy criteria have not been achievedbecause there are still complaints from the community so that they have not been able to meet the needs of the community; (4) equity criteria have not been able to meet the aspects of justice, although they have been evenly distributed through policy socialization; (5) responsiveness criteria have been met because they bringsatisfaction responses from policy targets; (6) accuracy criteria have been met because they bring good benefits to the world of education.
