Abstract
Malang City is a city that has a fairly high population or density. As the population increases, the need for residential space in Malang City is also increasing. This causes the emergence of disorganized settlements which lead to chaos, traffic jams, flooding due to settlements located in river areas and so on. The development of a settlement that does not comply with regulations results in a reduction in green open space in an area by a standard of 20 to 30 percent. Sukun Village is one of the areas in Malang City where there are dense settlements between two rivers, namely the Sukun River and the Metro River, located in Sukun Village, RT 17-18 RW 6, Sukun District in Malang City. Referring to the 2018-2023 RPJMD of Malang City which describes one of the problems regarding the not yet optimal management of residential areas in river watersheds, this is the goal in overcoming settlements in Sukun Village. This is also confirmed in the Vision and Mission formulated in The Future of Malang in point 6, namely Comfortable Malang "Friendly and sustainable city planning" which is realized by managing watershed and slum residential areas, and optimizing public green open space needs. (RPJMD 2018-2023). So it is necessary to deal with problems in Sukun Village. Flats are a residential concept that transforms from horizontal to perpendicular which minimizes land by implementing homey residential elements within it. With architecture to produce vertical housing such as flats that meet standards, the concept of Pragmatic Architecture can be used because it prioritizes function over aesthetics so that it is able to overcome existing problematic issues. So with Flats with a Pragmatic Architecture approach, it is hoped that they will create a design that is functional and more effective in improving the quality of life of building occupants in providing more adequate housing in limited urban land.
