Abstract

Innovation website E-Office Sabdapalon is a digital transformation process of the public services of Jombang Regency Government to provide independent space for each village in providing easy licensing services to the community. Website E-Office The Pulo Lor Village Sabdopalon provides convenience for the community in the administrative service process at the village level by providing 25 types of licensing services. The researcher chose the research site in Pulo Lor Village, Jombang District, taking into account that Pulo Lor Village is one of the independent villages in Jombang Regency and Pulo Lor Village, Jombang District, has the most hamlets, namely 6 hamlets out of 8 villages. The aim of this research is to find out, analyse and describe the innovation of website E-Office Sabdopalon, Pulo Lor Village, Jombang District, in increasing community participation in the use of licensing services in Pulo Lor Village. The researchers used qualitative research with a case study approach. The research tool used interviews, observation and documentation. This research was analysed using Rogers' (2003) innovation attribute theory which has 5 indicators, namely relative advantage, fit, complexity, possibility of being tried and ease of observation. The research results show that this relative benefit indicator is still not working effectively. This is because there are similar problems in the sub-indicators of speed and effectiveness of innovation, as well as the sub-indicators of saving time and energy, which are not yet considered effective. The problem found was the electronic signature (TTE), which is still not working in the website E-Office Sabdopalon, Pulo Lor Village. From the suitability indicator, it is assessed that it has been operating effectively as both sub-indicators have been achieved. This is evidenced by the suitability of the main objectives of the E-Office Sabdopalon Pulo Lor Village innovation website with the main objective of the previous innovation. Furthermore, the complexity indicator shows that it can be solved well, where problems are still found in the sub-indicator of barriers to innovation implementation. The barrier faced by the Jombang Regency Community and Village Empowerment Service is a policy change that requires the integration of population data linked to the centralised SIAK. Next, a possible indicator is attempted to show that it is working effectively. This is because the sub-indicator for testing and the sub-indicator for human resources (HR) training have been effectively achieved. The Ease of Observation sub-indicator shows that the Ease of Observation sub-indicator has been achieved effectively. This can be demonstrated by the achievement of the sub-indicators of institutional cooperation and communication and sub-indicatorsmonitoring and evaluationwebsite E-Office Sabdopalon Desa Pulo Lor is running well.
