Abstract
Surabaya City Government introduced WiraWiri Suroboyo as a feeder transport to support community mobility in Surabaya City. The WiraWiri Suroboyo programme was initiated by Eri Cahyadi as the Mayor of Surabaya and the Surabaya City Transportation Agency as the regulator and operator. In the process of implementing the programme there are several obstacles including limited resources provided, unsupportive environmental conditions, and lack of education to the public about this programme. This study aims to describe and analyse the implementation of the WiraWiri Feeder as a means of public transport to support community mobility in Surabaya City. This type of research is descriptive with a qualitative approach. The focus of the research uses the theory of the implementation model according to G. Shabbir Cheema and Dennis A. Rondinelli which includes environmental conditions, inter-organisational relationships, organisational resources, and the characteristics and abilities of implementing agents. The data analysis technique used in the research consists of data collection, data condensation, data presentation, and conclusion drawing through interviews, observations, and literature studies. The results of this study indicate that the implementation has been running but less than optimal. Organisational relations at the Surabaya City Transportation Agency have been implemented and the communication process is divided into groups. But there are shortcomings such as environmental conditions that still do not support the implementation process, lack of resources both in terms of human and non-human resources, and lack of budget provided by the City Government. From some of these shortcomings, the suggestions that researchers can give are the construction and equalisation of bus stop buildings, training and supervision for field staff, and providing a budget for the procurement of sufficient resources.
