Abstract
The city of Surabaya is the second largest capital in Indonesia with fairly rapid development of educational facilities. However, there are still many people who have not received their right to education, one of which is children with Social Welfare Problems (PMKS) who cannot exercise their right to education due to various internal or socio-economic factors. This is proven by 2019 BPS data, which states that the city of Surabaya has the highest number of PMKS children in East Java Province. The high number of PMKS children is related to the active potential and sources of social welfare (PSKS). According to the 2021-2026 RPJMD for the City of Surabaya, PSKS participation is still not optimal in handling PMKS. Meanwhile, PSKS, which oversees the Social Welfare Institution (LKS), should be able to participate in forming non-formal educational institutions to support the right to obtain education for PMKS children. Therefore, the Children Community Learning Center was presented which can accommodate children's academic and non-academic activities, especially PMKS children. The Children Community Learning Center is an effort to create a place for teaching and learning activities that is comfortable, inclusive, and supports brain development, cognitive, emotional, behavioral and physical health and well-being of students. This is in line with the principle of Neuro-Architecture which states that the design of an educational built environment with an insight into neuroscience for architecture can have a significant positive impact on the achievement, emotional well-being and physical health of students, especially for PMKS children so that they are ready face the social environment and be able to create a better future.
