Abstract

Population plays an important role in a country's success by contributing to its development through its diverse resources. However, rapid population growth rates can change the structure of a country and become a serious problem if not managed effectively. The government has made various efforts, including through the KB Village Program managed by BKKBN, to improve the quality of physical infrastructure and human resources. This research aims to find out and analyze how policy implementers implement the KB Village program in Kapasmadya Baru Village with a large number of residents and PUS. This research uses a qualitative approach and data collection is done through observation, interviews and document searches which then the data is concentrated, presented and concluded. This research identifies how implementors to achieve the objectives of the program, in terms of George Charles Edward III's theory which consists of 4 variables. The results showed that the communication, disposition, and bureaucratic structure indicators were well implemented, while the resource indicators were not optimally implemented. Thus, the overall implementation of the KB Village program in Kapasmadya Baru Village has been well implemented, but improvement is still needed in the resource aspect, both in terms of quantity and quality. Hopefully, through this program, the government can improve the quality and quantity provided to the community. Keyword : Implementation, Program, Policy, Public Service, Family Planning Village
