Abstract
Surabaya, as the second largest city in Indonesia by population, does not remain silent but continues to innovate, especially in efforts to fulfill the rights of children with disabilities. This is reflected in Surabaya City's achievement in achieving the title of Primary Level Child Friendly City for five consecutive years. Surabaya City Government inaugurated "Rumah Anak Prestasi" in September 2022 as an implementation of Law No. 8/2016, with the aim of providing educational facilities suitable for children with disabilities. Rumah Anak Prestasi (RAP) is expected to be a vehicle for children with disabilities to develop their potential and improve their self-worth. The research method used is descriptive qualitative, focusing on analyzing the strategic management of Rumah Anak Prestasi Nginden in supporting people with disabilities in Surabaya City, referring to Fred R. David's (2016) Strategic Management theory which includes strategy formulation, implementation, and evaluation. Data collection techniques include interviews with informants, direct observation in the field, and documentation. Rumah Anak Prestasi provides qualified instructors to help children develop their creativity, so that they can compete in society. However, obstacles faced include an imbalance between the number of instructors and the number of children with disabilities, as well as a lack of facilities and infrastructure to support daily activities. Regular evaluations are needed to ensure the effectiveness of the coaching is improved, including increasing the number of instructors and improving supporting facilities.
