Abstract
Dropping out of school or being neglected is one of the social problems that affects both the individual and the community. In an effort to reduce the number of young people who drop out of school or are neglected, the cooperation of various parties, both governmental and private, is needed. One of these is a social service programme that aims to keep them in education and guidance outside of school. One way to address this is that the Indonesian government through the Ministry of Social Affairs of the Republic of Indonesia has made strategic efforts by forming a handling program regarding social welfare to social services throughout Indonesia, especially in the East Java Social Service by forming a UPT that has a coaching program for adolescents who drop out of school, namely UPT PSBR. This research is motivated to describe how the optimisation of the youth development social service program which is a program of the East Java Provincial Social Service down to UPT PSBR and followed by the Nganjuk Regency PPPA Social Service in dealing with adolescents who drop out of school. Seeing how the Nganjuk Regency PPPA Social Service handles and empowers children who are neglected and dropping out of school through this programme. This type of research is qualitative. This research aims to describe how the condition of facts in the field using analysis based on certain data (information). There are 3 methods used for data collection, namely interviews, documentation, and field observations. The results of this study indicate that this program has benefits and is effective for adolescents who drop out of school as evidenced by the accuracy of the target in selecting participants, achieving the objectives set, monitoring programs that are beneficial to PSBR assisted graduates. However, there are still other problems such as the lack of public knowledge about this PSBR program, this is because the socialisation carried out is still using simple methods.
