Abstract
The Jatim Puspa Program is an effort made by the East Java Provincial Government to increase the income of people affected by COVID-19. The targets of the Jatim Puspa Program assistance are Beneficiary Families (KPM) who are classified at the lowest 8-12% welfare level. Batu City is the only city in East Java Province that receives assistance from the 2021-2022 Jatim Puspa Program targeting 124 Beneficiary Families (KPM) spread across 6 (six) villages. The aim of this research is to analyze and describe the implementation of the East Java Women's Business Empowerment Program (Jatim Puspa) policy in Batu City. The method used in this research is descriptive qualitative with a focus on analyzing the implementation theory put forward by Grindle, namely Policy Content and Implementation Context. In this research, data collection techniques were used by conducting interviews with informants, observation and documentation. Furthermore, the data analysis model in this research uses an interactive data analysis model consisting of data collection, data presentation, data condensation, and drawing conclusions. The research results show that the Policy Content and Implementation Context in the East Java Women's Business Empowerment Program (Jatim Puspa) in Batu City can be said to be quite optimal because it has been implemented in accordance with the objectives and content of the policy. However, there are still study targets that must be optimized, such as ensuring the reach of policy changes and there are still several Beneficiary Families (KPM) who feel that this is not enough and will be open to receiving assistance again. Overall, the implementation of the East Java Women's Business Empowerment Program (Jatim Puspa) policy in Batu City has been carried out well.
