Abstract

Law Number 22 of 2009 concerning Road Transport Traffic Article 139 states that it is an obligation for local governments to provide public transportation as public transportation. The East Java Provincial Transportation Office inaugurated the Trans Jatim Bus as a Mass Transportation Bus Rapid Transit (BRT) with the Buy The Service concept claimed to have effectiveness in helping fast, comfortable, and cheap community mobility in terms of services provided as a means of public transportation. The purpose of this study is to analyze and describe the Implementation of Public Transportation Policy (Study on Trans Jatim Buses). The research method used is qualitative descriptive using data collection techniques through observation, interviews, and documentation. The theory on which this research is based is the Ripley and Franklin (1986) theory model cited in Purwanto (2015). The results obtained from this study are 1) Trans Jatim Bus access in the form of distribution of stops at several route points, then access to the Trans Jatim Bus service is accompanied by the TRANSJATIM-AJAIB application which is considered good; 2) coverage includes the target group of Trans Jatim Buses, namely students and the general public, then the proportion of the comparison of corridor I total passengers in 2023 is 1,540,929, in corridor II as many as 236,781, in corridor III as many as 135,539, load factor corridor I 119%, corridor II and III 44%; 3) the most crowded clock frequency in corridors I and II is in the morning hours 06.00-09.00 WIB, and 16.00-19.00 WIB on weekdays, corridor III is crowded at 09.00-15.00 WIB on weekends; 4) SOPs for officers have been implemented almost around 80%-90% and are far from biased; 5) the accuracy of the Trans Jatim Bus pick-up and arrival time service so far has been good and on time; 6) Accountability of Trans Jatim Buses is accounted for by socialization that goes well, but is still being developed widely; 7) the suitability of the Trans Jatim Bus program and needs are considered to be in accordance with the needs of the community.
