Abstract

Green Open Space (RTH) has a meaning, namely open space that has a function for balance between built areas and open areas. However, the significant increase in human population in Indonesia has become a major problem for human life in Indonesia. The increasing population and level of living needs are not balanced with the availability of land and natural resources, resulting in several problems currently faced by almost all cities in Indonesia, namely limited land owned, while the amount of land demand is increasing which has an effect on the imbalance between rapid development and the provision of green open space (RTH). Such is the case in Probolinggo City where the condition of Green Open Space when viewed based on data obtained in 2022 only reaches 11%. This condition is quite far from the expectations of Regional Regulation Policy Number 1 of 2020 concerning the Probolinggo City Spatial Plan 2020-2040 in provision. The purpose of this study is to analyze the implementation of Regional Regulation Policy Number 1 of 2020 concerning Regional Spatial Planning in the development of Green Open Space in Probolinggo City. The research method used is qualitative with a case study approach. Data collection was conducted through interviews with key informants, observation, and documentation.The results obtained in this study are: 1) The standards and objectives in providing RTH in Probolinggo City have not been achieved, 2) Human resources and budget have not been met in supporting the RTH development process in Probolinggo City, 3) The existence of cooperation between implementors is good enough in coordinating, 4) It has not supported the economic and social conditions of the City community, but the political conditions of the government on the contrary which fully support the development of RTH in the City Probolinggo, 5) There is clarity of authority and pattern of relationship between DLH and PUPR Office as implementers of RTH provision policy in Probolinggo City, 6) There is no rejection shown from the aspect of the attitude of implementers during the policy implementation process in the development of RTH in Probolinggo City.
