Abstract
The Ministry of Environment and Forestry of the Republic of Indonesia has assessed that the city of Surabaya has been successful in managing waste and Green Open Space (GOS). Therefore, Surabaya received the Adipura Kencana award eight times in a row until 2023. Surabaya has also consistently implemented waste and environmental management practices from the grassroots level and has received the Nirwasita Tantra award nine times consecutively. Surabaya manages its waste based on the 3R principles: reduce, reuse, and recycle. Super Depo Sutorejo is the first 3R Waste Management Facility established in Surabaya, in collaboration with the Kitakyushu City Government, Japan. National Waste Management Information System data shows that Super Depo Sutorejo experiences an annual increase in waste management. The objective of this research is to provide a comprehensive description of the 3R waste management strategies implemented by Super Depo Sutorejo in 2023. This study adopts a qualitative descriptive approach. The data collection techniques used are observation, interview, and documentation. This research focuses on the Implementation of the 3R Waste Management Strategy in 2023 at Super Depo Sutorejo in Surabaya, using the implementation strategy theory by Hunger J. David & Thomas L. Wheelen as outlined in (Hendro et al., 2021): program, budget, and procedures. The result shows that 1) Sutorejo Super Depo Sutorejo in 2023 succeeded in exceeding the waste reduction target (by a minimum of 35.29%) set by the Surabaya Mayor Regulation no 64/2018 by successfully reducing waste by 47.93%. equivalent to 1,979.46 tonnes. 2) The programs implemented, namely: a) reduce, succeeded in reducing waste entering landfills by 52.07% exceeding the set target (maximum 64.71%), b) reuse, by successfully reducing 13.59% of inorganic waste as raw material for plastic waste to collectors or inorganic waste recycling industries, c) recycle, by successfully reducing inorganic waste by 34.34% as raw material for compost. 3) The budget sourced from the Anggaran Pendapatan Belanja Daerah (APBD) is successfully managed to implement reduce, reuse, and recycle. 4) Procedures, which are applied in accordance with the specified machine usage capacity.
