Abstract
Malang City is one of the cities in East Java that has experienced a total of 700 flood events since 2019 (BPBD’s data) and has made flooding a routine problem for the local government. This phenomenon is the basis for the emergence of a flood management by the Dinas PUPR-PKP Malang City as stated in the RPJMD 2018-2023. This research uses a descriptive qualitative research design to collect written data through interviews, documentation, and observation. The research results show that flood management policies have been implemented quite well in Malang City. In this implementation, the Dinas PUPR-PKP Malang City collaborates with contractors in building drainage construction and infiltration well projects. The obstacle in implementing this policy is that there are still people who are not willing to have their home area be the implementation site, whether for drainage normalization, drainage constructions or absorption well projects. Efforts by the Dinas PUPR-PKP Malang City to provide understanding to the public regarding the urgency of handling floods through this policy need to be carried out.
