Abstract
Surabaya City as Child Friendly City (KLA) sixi consecutive timesi- joined since the yeari 2017 to 2023 received an award as a Cityi Worth iti Childi from the Ministry of Women's Empowerment and Child Protection (PPPA) of the Republic of Indonesia (RI), but there are still casesi violencei toi childi in the cityi Surabaya is still not resolved, including the fact that there is still the deprivation of the rights of children with disabilities. The commitment of the Surabaya City Government is to provide service facilities for children with disabilities so that they have access to public services that guarantee their health and welfare, including special protection. This research aims to describe the implementation of the policy for protecting children with disabilities in the City of Surabaya (case study of the Achievement Children's Home). According to Warwic, there are 4 factors in the theory of policy implementation, namely: Organizational Capability, Information; Support; and Sharing potential. Types of researchi Whichi usedi namely methodi qualitative researchi. The data collection technique in this research uses the theory of Hardani, et al (2020), namely observation, interviews and documentation. Conclusion of the research results: The implementation of the policy for protecting children with disabilities in the City of Surabaya (implemented by UPTD Kanri at RAP Semolowaru and Sonokwijenan) is said to be successful. It can be seen that the goals and objectives are realized in realizing children's independence. There are 4 factors influencing the success of policy implementation according to Warwic, namely, 1) The organizational capability of UPTD Kanri in implementing the RAP is said to be successful, but needs to be improved in organizational capacity 2) Information on the implementation of the policy on protecting children with disabilities in the RAP has been said to be successful, by establishing RAP in various regions , through news, outreach and coordination with the community. 3) Support related to facilities, infrastructure and instructors has been successfully implemented as supporting factors that support the implementation of the program. 4) The division of the Semolowaru and Sonokwijenan RAP potential is said to be successful.
