Abstract

This research aimed to provide an overview of the implementation of the partnership between the Surabaya City Government and UNICEF in efforts to eradicate violence against children in Surabaya in 2021-2023. This research uses the concept of violence and protection against children. Apart from that, this research also uses Finnemore & Sikkink's norm life cycle theory to explain the norm internalization process carried out by the Surabaya City Government in an effort to become a Child Friendly City in the world. The author also uses Ali Khamdan's international partnership theory regarding partnership steps. Qualitative data analysis techniques were used in this research by applying interview methods at related agencies, observations, and also the use of documents. Based on the research results, the implementation of the Surabaya City Government partnership in overcoming child violence in Surabaya was carried out through 8 stages of Ali Khamdan's partnership starting from problem recognition to the monitoring stage. This stage was carried out by the Surabaya City Government, assisted by UNICEF as a partner, in order to overcome the problem of child violence while achieving a Child Friendly City. The implementation of this partnership is still in process after the signing of the MoU, several activities have been carried out, such as correspondence regarding the partnership carried out by the Surabaya City Government to Bappenas and UNICEF, UNICEF's visit to Surabaya, starting from the preparation of work programs to the monitoring process coordinated by Bappeda.
