Abstract

The humanitarian crisis that occurred as a result of the armed conflict situation between Russia and Ukraine has succeeded in leaving many people dead and injured, buildings destroyed, and an increasing number of refugees. In response to the humanitarian crisis, many parties are trying to help overcome this by providing assistance. This research discusses the policies carried out by the International Committee of the Red Cross (ICRC) in overcoming humanitarian problems as a result of the Russian-Ukrainian conflict using the theory of international organizations and their implementation through a management approach. The topic was chosen because so far there has been no research that discusses the implementation of policies carried out by the ICRC towards Russia and Ukraine. This research uses a qualitative descriptive method with data collection techniques using secondary data such as ICRC reports. The ICRC uses a management approach in resolving humanitarian crises through 3 ways, namely monitoring, problem solving, and capacity building. The ICRC conducts monitoring by visiting prisoners of war amd local governments. In the problem solving agenda, the ICRC cooperates with the Ukrainian government in providing technical assistance and cash assistance. In capacity building, the ICRC has provided training and raised community awareness.
