Abstract

There was an increase in the number of fire incidents in apartment buildings from 2000 to 2019. This condition occurs mostly due to an electrical short circuit. This shows that the implementation of a fire protection system for flats is an important thing to reduce the number of fire incidents that occur, including at Rusunawa Gunungsari Surabaya.. Based on the results of initial observations, the condition of several components of the fire protection system in Rusunawa Gunungsari Surabaya tends to be poorly maintained. If left unchecked, there is a risk of reducing its function in preventing fires that occur in Rusunawa Gunungsari Surabaya. The aim of this research is to analyze and evaluate the level of reliability of the building safety system in the Rusunawa Gunungsari Surabaya building based on Minister of Public Works Regulation No.26/PRT/2008 of 2008. Furthermore, the research aims to provide recommendations for improvements related to the level of reliability of the building safety system in the Rusunawa Gunungsari Surabaya building in accordance with Minister of Public Works Regulation No.26/PRT/2008 of 2008. This research uses primary data obtained through data collection using checklist sheets and assessment sheets. The analytical tool used is the analysis of calculating the average value and calculating the value based on the Building Fire Safety Inspection Guidebook Pd-T-11-2005-C. The results of the analysis show that the level of reliability of the building safety system in the Rusunawa Gunungsari Surabaya building is included in the adequate category and is in accordance with the terms and regulations of the Building Fire Safety Inspection Guidebook Pd-T-11-2005-C with a value of 68.67 percent. This value was obtained from the reliability value of site equipment of 22.23 percent, rescue facilities of 16.50 percent, active protection system of 10.60 percent, and active protection system of 19.34 percent. These results explain that there are still components that are not maintained and are not available to support building reliability. The results of the analysis also provide recommendations for making improvements and completing missing components, such as emergency lights and directional signs, sprinklers, and detection and alarm devices.
