Abstract
This study aims to describe the role of Surabaya Departement of Labor in the job training programs (study of barista training). This study is based on the phenomenon of unemployment abounds in Surabaya due to the lo quality and comptence of the workforce in the face of competition in the world of work. So, to solve the problem, the Department of Labor held a job training activities to equip, improve and develop job competencies to create a ready-made workforce and reduce unemployment in Surabaya. The Department of Labor in the implementation of job training with a target of 1165 trainees but the realization is 1085 trainees. Barista training is one of the most participants of job training with 96 trainess in 2019. This study uses qualitative descriptive research methods with data collection techniques through interviewa, observations and documentation. This study was adjusted by the Minister of Manpower and Transmigration Regulation number 8 of 2014 on Guidelines for Conducting Competency-Based Training. The result of this study that has been done, it can be obtained : 1) Preparation of barista training, has played a good role including identifying training needs, compiling training programs, recruiting and selection, drawing up training plans, preparing human resources, preparing training facilities, compiling training schedules and preparing training administration so that are 24 types of trainingand 96 qualified trainees are obtained; 2)Implementation of barista training, less role because Department of Labor only has role as a monitor and monitoring of the implementation of barista training in training institutions in PT. Pesona Bintang Bangsa Surabaya; 3) Evaluation of barista training, has played a good role because it has been monitoring ranging from preparation to implementation and doing reporting by compiling reports of job training activities in the form of LKPJ in the field of training and productivity of work and LAKIP of Department of Labor so that is obtained that the implementation of barista training in 2019 realized 100% for the achievement.
