Abstract

The flow of refugees coming to the European region in 2015 in European areas such as Finland and Sweden, which were host countries for refugees at that time became a separate problem in the international community. This problem occurred as a result of the war in Syria which resulted in a large number of refugees flocking to Europe and its surroundings. Finland became a destination for refugees with the openness of their prime minister who even offered his own house for refugees. Meanwhile, Sweden gets more attention from refugees as a country known to be friendly with refugees. These two countries have quite an active role in organizations for refugees such as UNHCR by signing the 1951 Geneva Convention agreement. The refugee crisis in the European region in 2015, especially in Finland and Sweden, prompted EU member states to change their policies to address the refugee crisis. This study uses the theory of foreign policy change by Eidenfalk, 2006, using public opinion and political parties as reasons for changing refugee policies in Finland and Sweden.
