Abstract
UNDRIP (United Nations Declaration on the Rights of Indigenous Peoples) is a resolution that was adopted by the General Assembly in 2007 about the respect and recognition of the human rights of indigenous peoples. UNDRIP should be the pillar in upholding the rights of indigenous peoples, globally, and specifically, at the national level of the countries that supported and have signed the recommendations. Thus, this study aims to analyze the implementation of UNDRIP as an international norm in Indonesia using the study case of the situation of Indigenous Peoples in Papua. International norms indeed have important effects by way of the domestic political process. The method used in this study is a qualitative research method using primary and secondary data as the method of data collection. Hence, to assist in the assessment regarding the implementation of UNDRIP in the Protection of Indigenous Peoples in Papua, this article used domestic salience theory which helps to underline the strength of international norms as action prescriptions in situations of choice in the context of domestic politics. Domestic salience yields a four-value scale-high, moderate, low, and not salient measures by the norm's appearance on domestic political discourse, national policies, and changes in a national institution. Furthermore, the article has found that Indonesia is still in the low domestic salience stage.
