Abstract
The Covid-19 pandemic that hit several countries including Indonesia in 2020 also had an impact on learning activities. teaching and learning activities that were originally carried out in schools offline, have now turned into online learning. To suppress the spread of the virus, the Minister of Education and Culture issued Circular Letter Number 4 of 2020 concerning the Implementation of Education Policies in the Emergency Period for the Spread of Coronavirus Disease (Covid-19). Online learning is carried out as a strategic choice in breaking the spread of the Covid-19 outbreak in the world of education, because online learning is carried out without meeting face to face. Online learning is indeed not difficult if it is carried out by normal children, but for children with special needs it is still felt to experience many difficulties. This study aims to determine the implementation of learning policies during the Covid-19 pandemic at SLB Negeri Gedangan using the theory of George C. Edward III. This study uses a type of research with a qualitative approach. Data collection techniques in this study used interview, observation, and documentation techniques. Implementation of Learning Policies During the Covid-19 Pandemic Period at Gedangan State Special School is said to have succeeded in breaking the spread of the Covid-19 outbreak in the world of education. Judging from the actions or activities in achieving goals based on George C. Edward III's theory, there are 4 determining factors for the success of an implementation, namely communication, resources, disposition and bureaucratic structure. Initially carrying out distance learning, now it has implemented limited face-to-face learning (PTM).
