Abstract
The purpose of this research is to find out how the implementation of Policy on National Defense Character Development through Education Courses State Defense at the National Development University "Veteran" East Java. Meanwhile, the object of this research is the implementation of lectures State Defense Education in the classroom and the implementation of Outbound Practicum State Defense Education Course at the National Development University East Java "veterans". This research is a descriptive qualitative research with a research focus based on the Van Meter Policy Implementation Model and Van Horn, namely policy standards and objectives, resources, communication between organizations and strengthening activities, characteristics of implementing agents, conditions socio-economic and political, as well as the disposition of the implementor. Research result shows that the Character Development Policy at UPN “Veteran” Java Timur through the National Defense Education Course has not been implemented fully.
