Abstract
The welfare of rural communities has not been achieved optimally because of the inequality in poverty levels between urban and rural communities. Therefore, the position of BUMDes in the village has its own urgency, BUMDes is expected to be an indicator in the village economy. The number of BUMDes establishments in Gresik Regency continues to increase from year to year, but of the many, only a few BUMDes have a good turnover, the rest seem to be suspended. This is influenced by the lack of quality BUMDes actors. The BUMDes Bina Sejahtera belonging to Dadapknuning Village, Cerme District, Gresik Regency is included in the BUMDes category that has not yet had a good turnover. This study aims to determine the entrepreneurial management capacity of Bumdesa "Bina Sejahtera" Dadapkuning Village, Cerme District, Gresik Regency. The theory used in this study is from (Muhammad, 2007) who wrote in his dissertation that entrepreneurial management capacity is described through two elements, namely the capacity of managers and management systems. The research design uses a descriptive method with a qualitative approach. Data were obtained by conducting field observations, interviews with the Dadapkuning Village Head and the Bumdesa Bina Sejahtera Management (Chairman, Secretary, Treasurer, and Members) and documentation. The results show that the managerial capacity aspect is considered quite good including aspects of professionalism, competition system, performance appraisal and improvement, decentralization of authority, participation and transparency. Meanwhile, the capacity management system that is owned is quite good in service procedures, officer behavior and cost certainty, although it is also not optimal in the service hierarchy structure as evidenced by the absence of written service hierarchical structure provisions, although reaching BUM Desa Bina Sejahtera services is considered quite easy. The findings of this study indicate that there is a need to improve the capacity of Bumdesa Bina Sejahtera managers and management systems to be able to further increase the existing capacity through training seminars or workshops in the field of Bumdes entrepreneurship management for administrators.
