Abstract

The Covid-19 pandemic that began to hit the world since 2019 has caused many problems. In Indonesia, the wave of the Covid-19 pandemic has claimed many lives. The government has made various efforts and policies to suppress the rate of development of Covid-19 in Indonesia, one of which is the implementation of PPKM. Surabaya, which is one of the cities with a fairly high spike in Covid-19 patients, did not escape the PPKM policy. Various fields and sectors in Surabaya were significantly affected by this PPKM policy, one of which was the Customs Market. Customs Market is the largest fish market in Surabaya which is also a trading place for small and medium traders. Since the PPKM policy was implemented, traders in the Customs Market have started to lose customers and are in danger of losing their jobs. Therefore, a solution is needed where these traders can still carry out their profession even in the midst of the Covid-19 pandemic and all its policies.
