Abstract
The village of Perning, located in the Jatikalen Subdistrict, Nganjuk Regency, faces challenges in population data collection due to a time-consuming manual bookkeeping system. The administration of population data requires manual efforts that are prone to errors. The Family Hope Program (PKH) in Perning Village also encounters difficulties in manually selecting aid recipients, leading to data asynchrony and prolonged processing. This research proposes a web-based population data administration information system by implementing the C5.0 algorithm to classify PKH recipients. The C5.0 algorithm is chosen for its capability to handle both continuous and discrete attributes using information gain, which aids in minimizing errors in decision-making. The research results indicate the successful design of the system using Codeigniter 3, PHP, and MySQL. Blackbox testing on the system achieves 100% accuracy, and testing using the confusion matrix with the C5.0 algorithm attains an accuracy of 84% in a test with 25 data points. The system effectively identifies potential PKH recipients.
