Abstract
The utilization of information technology in the government sector, especially through the concepts of good governance and e-Government, is expected to improve the quality of government services to the population. In this context, the Surabaya City Population and Civil Registration Office seeks to improve the quality of public services by implementing a population service information system. However, the application of information technology is still not optimal and consistent, so an analysis of information technology governance using COBIT 5 is needed, especially in the domains of Align, Plan, and Organize (APO04), Align, Plan, and Organize (APO12), and Build, Acquire and Implement (BAI). The analysis results show the level of capability (as-is) occupies level 1 (Performed Process) in all three domain processes. The percentage of results in the APO 04 Manage Innovation domain obtained a percentage of 51.32% with a scale rating of Largely Achieved, the APO 12 Manage Risk domain obtained a percentage of 52.28% with a scale rating of Largely Achieved, the BAI 04 Manage Availability and Capacity domain obtained a percentage of 69.07% with a scale rating of Largely Achieved, and had a gap value of 2 from the expected level of capability (to-be) which is level 3 (Established Process). The proposed recommendations are compiled based on the results of the assessment, list of findings, and validation of work products to support the Surabaya City Population and Civil Registration Office in achieving the expected level of information technology governance capability.
