Abstract

Pacific region is an area with the smallest carbon emitter countries in the world. However, the Pacific region actually has the highest risk of being impacted by climate change. The impact that occur in this region have exceeded the global average, such as rising sea levels, drought, floods, destructive storms, and several islands threatened with sinking in Tuvalu, Kiribati, and Marshall Island. Therefore, the foreign ministers of the Pacific Island Forum member countries agreed to declare their region experiencing “Climate Emergency”. After the declaration, Pacific Island Furum as a regional organization in the Pacific region, developed several adaptation and mitigation policy schemes to deal with impacts of climate change. In the planning and developing process until it is complete, the Pacific Island Forum carries out multilateral climate diplomacy internally and externally. The aim of the multilateral climate diplomacy that conducted by Pacific Island Forum is to explain how they try to carry out their role as a regional organization to fulfill their regional interests. Then the researcher used a qualitative descriptive method with secondary data originating from research results from several reliable sources to complete this research case study. Through this research, it is known that the Pacific Island Forum has prepared a total of four adaptation and mitigation program policy schemes which in the planning and development process are divided into two, namely carried out through internal collaboration with actors at the regional level and external with actors at the global level.
