Abstract
This study aims to determine community participation in preparation of regional regulations in the city of Surabaya based on government regulations Number 45 concerning Community Participation in Government Administration Area. This study uses a qualitative method, namely by analyzing descriptively the data that the author obtained from observations, interviews, studies literature, and laws and regulations. Based on the author's findings it can be concluded that the implementers of the a quo Government Regulation implementation These are the Surabaya City Council and the Surabaya City Government. Both agencies implementing the form of community participation in the form of conveying aspirations, public hearings (hearings), socialization of draft regional regulations, and dissemination of local regulations. Participants who follow the agenda are only those who invited by the Surabaya City Government / Surabaya City DPRD, is not general public. Based on the results of the author's analysis, the implementation of the form Community participation has not been maximized because it has not yet been socialized local regulations in a targeted manner. Obstacles in implementation socialization/hearing include the Covid-19 pandemic, lack of understanding the community regarding the participants and the type of socialization, the absence of parties who invited, there are no special regulations/SOPs regarding community participation in the preparation of regional regulations, administration of data recapitulation of the number of forms poor community participation, and poor socialization/hearing not consistent. The implementing party continues to seek various ways to overcome these obstacles, such as optimizing the implementation of agenda via online, providing access as much as possible by utilizing various media, including the JDIH Surabaya website, sent reports on the results socialization/hearing to the parties, launching the related SOP community participation, optimizing more administrative improvements well, and facilitate good forms of community participation, as well as attend agendas organized by community representatives.
