Abstract
Surabaya as a metropolitan city is known as a city of commerce and services. The economy of Surabaya cannot be underestimated. The city occupies a position of two economic levels in Indonesia. Surabaya's economic growth can not be separated on the role of supporting facilities including transportation. Transportation is a supporting tool in the success of economic activities. The role of transport as a mobility of goods and services aimed at accelerating the pace of regional development. But the development of transportation is now also coupled with the problems that arise due to the high number of motor vehicle circulation. In this case, the city of Surabaya instructed in the Surabaya City regulation number 12 year 2014 in Alenia 1 Ground transportation Development plan to the 5th Grain development for transport systems based on, personal vehicle control and optimizing the use of transport. Also mentioned on Regional spatial Plan (RTRW) of Surabaya in 2014-2034, the new Terminal development directive type B in Surabaya Lakarsantri area in Alenia 1 article 25 paragraph 4. With the planning of construction of the public transport Terminal type in Lakarsantri, Surabaya is expected to control the number of vehicles in Surabaya so that the problems are caused can be minimized.
