Abstract
The condition of seaweed farmers is considered inadequate for optimizing seaweed cultivation which still uses traditional methods, personal capital and conventional marketing. This study aims to describe the strategies for empowering seaweed farming communities in Kupang Village, Jabon District, Sidoarjo Regency. This study used qualitative research methods. Data collection methods used are observation, interviews, and documentation. The data analysis model uses an interactive model. The informants in this study consisted of extension workers from the Ministry of Maritime Affairs and Fisheries of the Republic of Indonesia and the Sidoarjo District Fisheries Office, the Head of Kupang Village, and the Seaweed Farming Community in Kupang Village. The results of this study explain that the strategy for empowering seaweed farming communities from the aspect of possibility is carried out through giving suggestions and natural aspects. From the aspect of strengthening the empowerment strategy, it is carried out through outreach and mentoring. Meanwhile, from the aspect of protection, it is carried out as an empowerment effort. Meanwhile, seen from the aspect of supporting empowerment, it is carried out through the provision of infrastructure assistance. Then from the maintenance aspect it is carried out through continuous efforts. It can be concluded from this research that the strategy for empowering seaweed farming communities in Kupang Village, Jabon District, Sidoarjo Regency is carried out through a process of enabling, strengthening, protecting, supporting, and maintaining.
