Abstract

The 2020 Covid-19 pandemic has had a major impact on bilateral and multilateral relations among countries in the world. There needs to be a joint collective effort to end the Covid-19 pandemic, one of which is vaccine distribution. This study was structured to provide a descriptive explanation of the process of vaccine diplomacy between Indonesia and the UK and in an effort to establish cooperation between Bio-Farma and AstraZeneca and was analyzed using vaccine diplomacy theory and home-country government. Efforts to negotiate Indonesia's vaccine diplomacy were carried out on various occasions, starting from visits to international meetings. In these negotiations, Indonesia proposed fast access to purchasing vaccines, opening donor relations and establishing cooperation between pharmaceutical companies from the two countries for a long-term strategy. This diplomacy resulted in Indonesia getting quick access to the purchase of the AstraZeneca vaccine by the UK, right when the vaccine development research was successful. Then Indonesia also received a vaccine donor from the UK as a form of solidarity in dealing with the pandemic. And the long-term result is a memorandum of understanding between the UK and Indonesia in cooperation between pharmaceutical companies for vaccine research and development.
