Abstract

With various efforts and continue to embody protection of the child's identity. The Government through the Ministry of Home Affairs (Kemendagri) in the Regulation of the Minister of Home Affairs Number 02 of 2016 finally enacted a Child Identity Card (MCH) which is expected to be an identity card for children. Child Identity Card Ownership is a form of recording personal data or identity of a child. The research method used in this study is the qualitative method. The focus of research is based on Edward III's theory. Types and sources of data in this study are primary data and secondary data. Research results obtained are: (1) Communication The implementation of child identity card policy in Lamongan Regency is not yet optimal The Population and Civil Registration Office of Lamongan Regency still lacks delivery to the community and does not utilize social media owned. (2) the resource factor is not optimal due to the absence of PERDA or PERBUP that supports the implementation of the Child Identity Card policy in Lamongan Regency. (3) disposition factors are carried out by the Department of Population and Civil Registration properly, namely by understanding employees and responding properly when there are problems in the implementation of the child identity card policy, (4) the bureaucratic structure has been implemented well, namely by facilitating the community and has been adjusted accordingly Regulation of the Minister of Home Affairs Number 2 of 2016.
