Abstract
This study aims to determine the process of investigating the criminal act of distributing pornographic videos through electronic media at the PPA Polrestabes Surabaya unit, based on statutory regulations and other applicable regulations. This research is also to find out the obstacles faced by investigators in the process of investigating the criminal act of distributing pornographic videos through electronic media at the PPA Polrestabes Surabaya unit, as well as the efforts made by investigators in overcoming the problems in the process of investigating the criminal act of distributing pornographic videos through electronic media in PPA Polrestabes Surabaya unit. This type of research uses empirical research with data collection techniques and field research methods that see and observe the application of laws and other regulations in practice in society. Data analysis used is a qualitative approach to primary and secondary data. The results of this study can be concluded that the process of investigating the criminal act of distributing pornographic videos through electronic media at the PPA Polrestabes Surabaya unit, begins with reports or complaints from the public, which will then be investigated into these reports, after which an examination will be carried out on suspects and witnesses , which will be set forth in the case file to be delegated to the public prosecutor. The obstacles faced by investigators in the process of investigating the criminal act of distributing pornographic videos through electronic media at the PPA Polrestabes Surabaya unit, namely legal substance constraints, legal structure constraints and also constraints on the legal culture of society. As an effort to overcome the problems of the investigation process for the criminal act of distributing pornographic videos through electronic media at the PPA Polrestabes Surabaya unit, investigators at the PPA Polrestabes Surabaya unit implemented 2 (two) efforts, namely preventive efforts and repressive efforts. Surabaya City Police Resort through the PPA Unit has done as much as possible in dealing with a crime that is being handled..
