Abstract
Tourism in several countries is one of the sectors of choice that can be used to increase the source of state revenue after the oil and gas sector and taxes. Sidoarjo Regency is one area that is dominated by cultural tourism. In 2019 Sidoarjo Regency added to the list of numbers. Tlocor Marine Tourism (WBT) is a natural tourism that has uniqueness and potential to be developed and is well known to many people. In 2019 this tour has been able to get an award at the national level as the no. 2 by Anugerah Pesona Indonesia (API) Award 2019. However, in the last few months the number of visitors to Tlocor Marine Tourism has fluctuated due to several field problems related to supporting tourist facilities and infrastructure. This research was conducted aiming to find out how the development was carried out by the Tlocor Marine Tourism manager to increase the interest of tourist visits. The method and type of research used in this research is qualitative with a descriptive approach. The data collected in the study are in the form of words and symbols which are then interpreted or described so as to produce data that is able to explain the problem. The results showed that the development carried out by Tlocor Marine Tourism to attract tourists was to add and improve various elements of the tourism component to the maximum. But apart from that, there are still shortcomings because several aspects of each component have not been fulfilled.
