Abstract
The use of Information Technology (IT) is growing, including in government. The government archives service is now an urgency in itself see how business processes in an organization should be documented to save the value of information in the organization's business processes the. Electronic Service Manuscripts (TNDE) are prepared by the provincial government East Java to support business processes in the East Java provincial government. However, in its implementation there are several obstacles that affect the business process activities carried out. That's why this Field Work Practice aimed at designing a measurement tool to measure the level of capability on TNDE East Java using the Cobit 5 . standard especially the Build, Acquire and Implement 06 and 07 or BAI06 and BAI07 processes. The results of this study are a tool for measuring the level of IT capability in the form of paper work based on Process Assessment Model on Cobit 5 domain BAI06 and BAI07. With the design of this measurement tool, it is hoped that problems that occur and recommendations for improvement of these problems so that the business processes that are carried out are in line with the objectives the business the company wants.
