Abstract
Rice is one of the most strategic food from various food types (principal) in Indonesia. In order to meet the needs of the supply of rice, BULOG procuring or purchasing grain and rice from farmers. However, the rice procurement target medium in Perum BULOG Sub Regional Division North Surabaya is not in accordance with the results of the procurement in the field. This study aimed to analyze the mechanism of procurement of medium rice by Perum BULOG Sub Regional Division North Surabaya, the actual provision of medium rice in terms of quantum and the duration from procurement to distribution, as well as the perceptions of employees, inspectors quality and Partners Procurement (MKP) about changes in implementation of medium rice quality checks on procurement. The research location is determined intentionally (purposive) in Perum BULOG Sub Regional Division North Surabaya with 2 employees informants and respondents 10 people consisting of employees, quality inspectors and Partners Procurement (MKP). The data used consist of primary and secondary data with qualitative descriptive analysis. From the analysis it can be concluded that: (1) procurement mechanism begins with determining the procurement target of Directors or to any Division Regional Centre. Further targeting of Head of Regional Division for each Sub Regional Division. Sub Regional Division as the implementing operational procurement activities. (2) Actual procurement of medium rice in 2015 amounted to 138.116 tons and distribution of 224.961 tons. Procurement in 2016 amounted to 105.273 tons and distribution of 265.475,5 tons. (3) According to employees, the difference between the inspection of medium quality rice in the procurement of the old and the new one is in terms of location. There is no loss of any change in the implementation of quality inspection, but there are some advantages. According to the inspector of quality, the difference between the inspection of medium quality rice in the procurement of the old and the new is the place to check.
