This study aims to analyze the factors influencing flooding and evaluate the effectiveness of several flood mitigation scenarios using a system dynamics approach. The method includes the development of a Causal Loop Diagram (CLD), Stock Flow Diagram (SFD), model validation, and scenario simulation using Surabaya City data from 2015–2024. The scenarios tested include the implementation of the Metropolitan Area Outer Underground Discharge Channel (MAOUDC), increasing the waste handling rate, implementing Smart Drainage Monitoring technology, and a combined scenario. The simulation results indicate that all scenarios reduce inundation duration compared to the baseline condition. The combined scenario provides the best performance by simultaneously improving flood control capacity, reducing drainage blockage potential, and enhancing drainage management effectiveness.
