Abstract
Children in conflict with the law (ABH) is children commit crimes they are 12 years old but not yet 18 years old. This study uses qualitative methods, the type of data in this study uses primary data and secondary data. Data collection techniques used are interviews, observation, and documentation. The results of the research on the ABH social rehabilitation service program are of good quality by showing: Expectations, of Technical Implementation Unit Marsudi Putra it self when the child has gone through rehabilitation, it is hoped that it will not come back again, but there are still children who return to the rehabilitation center with the same crime. Norm, Responsibilities in the rehabilitation process must be agreed by two parties, namely the parents and the Technical Implementation of Unit Marsudi Putra Surabaya. It has provided good rehabilitation program services so that the rehabilitation process activities can run smoothly. Performance, The services provided by the Technical Implementation Unit of Marsudi Putra Surabaya in providing rehabilitation service facilities for Children in Confrontation with the Law (ABH) are good. Evaluation and Sanction, when they do not carry out the activities that they are required to participate in during the rehabilitation program, they will be punished by the staff of the Character Guidance Section.
