Abstract

The Ebola virus outbreak that re-emerged in West Africa in 2013 received more attention from around the world because of the large number of victims caused by the virus, especially in Guinea, Liberia, and Sierra Leone. WHO (World Health Organization) as an international organization engaged in health has also responded to the emergence of the Ebola outbreak that spread to national borders and threatened other neighboring countries. As an international organization, WHO plays a role in three aspects: actors, arenas and instruments. This study will discuss how WHO fulfills these three roles in the emerging Ebola case in West Africa. This type of research is descriptive. The results showed that the provision of assistance carried out by WHO was to free West Africa from the epidemic that hit there or the WHO agenda called push to zero cases. WHO steps in dealing with the outbreak as an application of the role of international organizations in the form of holding meetings with representatives of West African countries, declaring a global health emergency, establishing a special organization for Ebola, making vaccines, building laboratories and collaborating with many parties in the Multi-Partner Trust Fund.
