ABSTRAK Foreign Policy adalah pedoman bagi negara dalam memberikan rasa aman terhadap warga negaranya baik dari agresi luar atau dalam negeri itu sendiri, kesejahteraan terhadap rakyatnya, dan melindungi nilai-nilai negara. Berkesinambungan dengan tujuan dari pembuatan foreign policy dan mencapai national interest suatu negara sangat menentukan karakter agenda sekuritisasi dari negara tersebut. Terdapat dua elemen di dalam national interest, yaitu pertimbangan pertama berdasarkan pemenuhan kebutuhan dalam negeri dan kedua mempertimbangkan lingkungan strategis di sekitarnya atau kondisi di luar negaranya. Negara sebagai aktor keamanan melakukan identifikasi ancaman terhadap dinamika strategis di lingkungannya, foreign Policy adalah usaha suatu negara dalam memberikan rasa aman terhadap warga negaranya dari ancaman internal maupun eksternal. Sehingga dapat membentuk sekuritisasi yang dibentuk oleh para pembuat kebijakan dalam suatu negara untuk menghadapi negara lain atau unit politik internasional lainnya dan dikendalikan untuk mencapai National Interest. Kata Kunci: poros maritim dunia, selat malaka, insentif, kondisi ekonomi, kondisi politik. ABSTRACT Foreign Policy is a guideline for the state in providing a sense of security to its citizens from external or internal aggression, the welfare of its people, and protecting state values. Continuity with the objectives of making foreign policy and achieving the national interest of a country will greatly determine the character of that country's securitization agenda. There are two elements in the national interest, namely the first consideration based on the fulfillment of domestic needs and the second considering the surrounding strategic environment or conditions outside the country. The state as a security actor identifies threats to strategic dynamics in its environment, foreign policy is a state's effort to provide a sense of security to its citizens from internal and external threats. So that it can form a securitization that is formed by policy makers in a country to deal with other countries or other international political units and is controlled to achieve the National Interest.
