Abstract
This time, Economic development is the most problem almost world wide problem. It has always been the duty of the government to manage the economy to handle it and avoid the growing poverty rate. his study aims to determine the basic sector, non-base sector and sectors that encourage sector growth in Pasuruan Regency and Sidoarjo Regency. The data used are secondary data sourced from the Central Statistics Agency of Sidoarjo, Pasuruan and the Central Statistics Agency of East Java Province. The data analysis used is : 1) Location Quotient is used to see the comparative advantage of a region in determining its leading sector, 2) Shift Share is used to measure the economic sectors that encourage and hinder economic growth, both for each sector and for each larger area. It is used to measure the development of economic growth, 3) The Klassen Typology from the Location Quotient analysis is used to compare the level of progress of a region. As known that Sidoarjo Regency has three basic sectors, namely the procurement processing industry, electricity and gas, and the warehousing transportation sector. Meanwhile, Pasuruan Regency also has three data base sectors that have different results, namely the industrial sector, procurement processing, the construction sector. From the SS analysis, it is known that Pasuruan Regency has one sector that encourages the same sector as East Java, namely the information and communication sector, while Sidoarjo Regency does not have a sector that encourages the same sector in East Java Province. From Klassen's typology analysis, it can be seen that Sidoarjo Regency and Pasuruan Regency are in the second quadrant category with the classification of developed but depressed areas.
