Abstract
This study aims to determine the effect of accountability and transparency of performance-based budgets on the performance of services at the Siola Public Service Mall, Surabaya. This type of quantitative research is used in this study, by distributing questionnaires directly to employees or employees who work in the service at the Siola Public Service Mall, Surabaya. This study uses a Likert scale to determine the measurement of variables and uses purposive sampling for sampling, so that from a total of 200 respondent populations, researchers can collect 50 respondents in this study who are in accordance with predetermined criteria. This study uses the PLS-SEM analysis technique to test the validity and reliability (outer model) and to test the coefficient of determination (inner model). The results in this study indicate that accountability and transparency of performance-based budgets have a significant positive effect on local government performance with the parameter coefficient values of each variable, namely 0.363 and 0.494.
