Abstract
Based on Law no. 43 of 2009 concerning Archives and Permenpan No. 6 of 2011 concerning Electronic Office Manuscripts in Government Environments, an Electronic Document-based Office Manuscript Application System is very necessary. This is based on document management in the form of archived manuscripts and all types of archival activities which are very important and urgent activities to see how business processes in an organization must be documented to save the value of information contained in the organization's business processes. To support this, it is necessary to conduct an evaluation to determine the level of capability in the TNDE of East Java Province to ensure that the use of TNDE is in accordance with its objectives. This study uses the Cobit 5 framework which has specific guidelines related to change management. This study uses the BAI06 Change Management and BAI07 Change and Transition Acceptance Management processes to measure the level of process capability at TNDE East Java Province based on the stages contained in the Assessment Process Activities (APA) in Cobit 5. The measurement results in this study show that the BAI06 and BAI07 processes are at level 1 (Performed Process), while the expected target level of the East Java Diskominfo is at level 4. Therefore it can be seen that the gap from these conditions is 3. Recommendations for improvement are needed by the East Java Diskominfo to increase the level of capability in accordance with the expected conditions. The recommendations are based on the findings of each of the basic practices and work products that exist in each BAI06 and BAI07 process. Keywords: archives, tnde, diskominfo, cobit 5, capabilities
